Essentially that is true, Neighborhood Services handles nuisance issues on private property. However, dead and dying trees are also in the nuisance ordinance, but not "creaking, noisy"
trees, as perfectly healthy trees make noise from time to time. We're probably not going to investigate a noisy tree unless the reporter says it is obviously dead or dying
